The half circle is used to pack up the Secondary Suspension air bag to give the correct ride hieght.  The adjustable air spring is fitted between the vehicle body and the top of the boigie.  It pumps up and down to rais or lower the body ride hight.  The packings are used to give an aproximate correct ride hight if the spring fails.
