It needs an EL Inverter(power supply) to run EL tape. EL Tape is an easy system that consists of 2 elements, EL Tape (with lead wire and connector), and EL Inverter(power supply). Generally intended for indoor use, EL Tape is also available by special request in a waterproof casing which will allow outdoor usage. Double Sided tape can be used to mount the EL Tape or a simple laminate.

Accessory-Inverter: All EL products needs an Inverter/Driver to power it. These inverters start with 3Volts (for a 2 *AA battery inverter), 5V Volts, 12Volts or 110~240Volts power supply and then transfer the voltage around 100Volts and frenquency around 1500HZ that makes the Electro-Luminescent Phosphor in the wire glow brightly.
