Difference:

self-adhesive smart film has a special glue on one side of the film, people can paste the film on their existing glass directly.

Non self-adhesive smart film is used for making smart glass, it should be mounted into 2 pieces of glass by laminating machine.

Smart glass: is a laminated glass, the interlayer is non self-adhesive smart film. 

In brief, self-adhesive smart film can be used directly by customers, but non self-adhesive smart film is used for factory to processe to make smart glass, can't used by customers directly.
