the outside ring with handle was put in lock situation.If you want to change the angel of the lens,you have to rotate the outside silver ring with anti-clockwise,hand should be put on the handle position.

please notice the distance shouldn't exactly degree.

after you setting the angel of the lens and just rotate the back ring in clockwise then you can take tilt effect photo.
