In addition to the 3.3V power supply for the module, 5V TTL data lines also need to be shifted to 3.3V. When using the module with a 5V micro- controller, such as a standard Arduino, ensure to use a level shifter on the URXD pin - a simple resistor-zener level shifter or voltage divider is sufficient. Again, this is to prevent over-voltage.
This development board includes the necessary voltage regulation and level- shifting so you can just plug the development board into your computer.
